Kate Stover

Tulare County Office of Education
Visual and Performing Arts Consultant
Proud to be fourth-generation Tulare County, California born and raised, Kate is driven by deep local roots and a passion for ensuring equitable access to the arts. She believes in the power of the arts to heal, to empower, and to provide an outlet for creative self-expression. Kate developed her love of the arts at a young age. The moment she stepped onstage in a elementary school holiday performance, she was hooked! She holds a bachelor’s degree in theatre arts, a master’s degree in humanities, multiple-subject and single subject (English/theatre) teaching credentials, and an administrative services credential. Although Kate has dabbled in all forms of the visual, performing, media, and literary arts, her favorite artistic pursuit is photographing the ever-changing landscape of the Central Valley.

For the last 15+ years, Kate has shared her love of learning with students across the state. She taught in Kern and Ventura Counties before returning home to the Tulare County Office of Education in 2009. Over the years, she has worked as a middle school teacher, curriculum coordinator, arts integration specialist, and now an arts consultant. Kate represents Tulare County and the Central Valley as the Region 7 Lead for the CCSESA Arts Initiative and the Curriculum and Instruction Steering Committee (CISC). She is the co-founder of the Tulare County Arts Network (TuCAN), a professional learning network for local arts educators. Kate was the lead writer of the Tulare County Arts Master Plan and is the founder of Create TULARE COUNTY, a local collaborative aimed at uniting education, business, and civic leaders in support of arts and creativity. She is currently developing a new professional learning module for the CCSESA Arts Initiative's Creativity at the Core series. The new module (number 21 in the series) will focus on supporting arts education in rural communities. Kate is honored to serve the students, families, and communities of Tulare County.
